LCC Benefits Open Enrollment extended one day. Eligible employees now have through November 14th to complete their Open Enrollment benefits changes in the PlanSource Benefits Portal for the 2024 plan year.
LCC's Benefits Open Enrollment for all eligible employees is October 31 through November 13, 2023, for the plan year beginning January 1, 2024. Starting October 31, all benefit-eligible employees will be able to make their benefits elections and changes for the upcoming calendar year through the online PlanSource Benefits Portal. Any elections or changes will be effective January 1, 2024.

What can I do during Open Enrollment?
During this open enrollment period, you can:
- If you have not already enrolled, enroll in eligible benefits
- Learn about available benefits through the portal or through our Open Enrollment Events (see "Calendar of Events")
- Make changes to your coverages, such as enrolling/re-enrolling in the Flexible Spending Accounts
- Cancel coverages
- Remove dependents from coverage
- Add eligible dependents to coverage
- Review and update your insurance beneficiaries
PlanSource Benefits Portal
All enrollments and changes will be done online through the PlanSource Benefits Portal. Make sure to log into the portal during Open Enrollment to learn more about all of your benefit options. The portal will walk you through each eligible benefit with detailed information and videos to help in your decision-making process. Once Open Enrollment begins on October 31, the Home page of the portal will prompt you to make eligible benefits changes through a shopping experience, allowing you to view plan details, compare options, and add insurances to your enrollment "cart."
Username: full LCC employee email address (e.g. smithj@star.lcc.edu)
Password: your chosen password (see "New User Login Instructions" below if you are new to
PlanSource or if you forgot your password)
New User Login Instructions
- Follow the PlanSource Portal Login link.
- You will first need to reset your password by selecting "Need Help?"
- Select "Employee trying to manage my benefits."
- Select "I forgot my password."
- Enter your Username, which is your LCC email address with the "@star.lcc.edu" domain name (e.g. smithj@star.lcc.edu).
- Enter your Last Name, Date of Birth, and last four of your Social Security Number.
- Select Continue.
- Enter your New Password twice to change your password.
- You will be taken back to the login screen, where you can enter your username and new password.
- If you experience any issues resetting your password, please contact LCC-HR-Benefits@star.lcc.edu.

What's new for 2024?
Review the updates below for this year's Open Enrollment period:
Health Insurance
With the start of the 2024 calendar year, we have new health insurance premium rates. In preparation for Open Enrollment, please check out the new 2024 health insurance premiums. Sheet one contains medical insurance rates and sheet two contains dental and vision insurance rates. Overall, medical rates are going up slightly and dental/vision rates are going down slightly.
Please also note, if you plan to enroll or stay enrolled in the Flexible Blue HDHP medical plan for 2024, the IRS raised the minimum deductible amount to $1,600 for single coverage and $3,200 for two person or family coverage.
During Open Enrollment, you will be able to see side-by-side comparisons of all your eligible plans within the PlanSource Benefits Portal.
Health Care Flexible Spending Account (FSA)
Full-time employees will be able to contribute up to $3,050 (increased from $2,850 in 2023) towards the Health Care Flexible Spending Account (FSA) for 2024. As a reminder, to have an FSA for 2024, you must take action and elect it during Open Enrollment.
Health Savings Account (HSA)
If you plan to enroll or stay enrolled in one of our two high deductible medical plans (i.e. Flexible Blue HDHP or Essential HDHP) for 2024, the amount you can contribute to the partnered Health Savings Account (HSA) has been increased for 2024 by the IRS to $4,150 for single coverage and $8,300 for two person or family coverage.
In January, you can update your Banner Self-Service contribution amount to maximize on these new limits. Your LCC HR Benefits Team will remind you, if you are eligible, closer to January.
Help for Hypertension
If you plan to enroll or stay enrolled in one of our LCC medical plans for 2024, you and any enrolled family members have access to many free, life-changing health programs. Drop-In Times with the HR Benefits Team
Talk with your LCC HR Benefits team about your benefits, Open Enrollment, and the PlanSource Benefits Portal during the scheduled drop-in times. Follow the event links below for details on how to attend.
Important Open Enrollment Reminders:
PlanSource login username is userid@star.lcc.edu.
When logging into the PlanSource Benefits Portal, the PlanSource username is your full LCC employee email address (e.g. smithj@star.lcc.edu).
“Checkout” to save your changes!
If you are making changes to your benefits through the PlanSource Benefits Portal during Open Enrollment, you must “Checkout” within the portal for your 2024 elections to be saved. Any benefits that require an election (either enroll or decline) will have a dark blue “Shop Plans” icon on the right hand side for you to select and complete. Once all items are completed, you will be able to Review and Checkout to complete your Open Enrollment.
Action is required for certain benefits.
If you take no action during Open Enrollment, your current coverage (or lack of coverage) will continue for the new plan year, EXCEPT for the following benefits:
- Flexible Spending Account (FSA). Eligible employees must make Flexible Spending Account (FSA) elections for both Health Care and Dependent Care plans for the 2024 calendar year during this Open Enrollment period.
- Dental and vision insurance for children over the age of 18 years old. If you have children over the age of 18 planning to continue their enrollment in your dental and/or vision insurance into 2024, make sure to complete the Dependent Eligibility survey in the PlanSource Benefits Portal during Open Enrollment. If they are no longer eligible based on the survey specifications, you must remove them from dental and vision insurance.

Make sure to check your email for direct communications from your HR Benefits team informing you of your specific eligibility options and, if applicable, any required tasks during this Open Enrollment.
